The blowfish_secret is too short
In PhpMyAdmin, we may come across the following message: the blowfish_secret passphrase is too short. This comes from a configuration problem during the installation of PhpMyadmin. You have entered a character string shorter than 32 characters.
We open the phpmyadmin configuration file:
We put a character string of adequate size:

sudo nano /usr/share/phpmyadmin/config.inc.php
We put a character string of adequate size:
$cfg['blowfish_secret'] = 'STRINGOFTHIRTYTWORANDOMCHARACTERS123456';
