Delphine Batho on politics including foreign policy
The measures of the deputy Delphine Batho concerning the political institutions, the foreign policy presented during the primary of the ecologists in 2021, for the French presidential election of 2022.
Politics :
We are in a historic moment which is a moment of the return of politics, of balance of power and transformation which makes it possible to respect a reform agenda in a responsible manner.
For degrowth, we are talking about no longer basing decisions for obsession on the increase in gross domestic product. The GDP must be replaced as a compass, by a social health index, by the level of education, by the reduction of greenhouse gases. The idea that we must increase the size of the cake to be able to finance public services and social protection, in reality results in an increase in indebtedness and an ecological disaster which today has consequences that are becoming vital and relevant. a major risk for the safety of populations. There is no realistic and serious path, there is no serious ecological policy if we do not manage to ensure that degrowth finances degrowth. 9 billion euros are spent today on fertilizers, pesticides, burnout of peasants, suicides of peasants, on the indebtedness of farms, because there is an obsession for the growth of the GDP. We must take these 9 billion euros and put them on organic farming, the one that produces healthy and local food, which does not poison our children, the one that makes peasants and farmers happy, and that that respects biodiversity. We must stop considering that the planet is infinite, that there would be no limits.
A minister under review has no place in a government, even if innocent because it requires legitimacy, otherwise the minister finds himself in a position of fragility that makes it impossible to act.
There is no possible ecological transformation and no possible success in power under the presidential regime. We elect a president, we are disappointed and so on. It is an institutional problem which is inscribed in the institutions of the republic and with which it is necessary to break.
Degrowth is a project that brings meaning. What can mobilize, set in motion the youth, it is not just an addition of measure, it is a vision of the future, a new imagination. Institutional change breaking with presidentialism, the democratic question is a decisive element for young people who are the driving force of change.
We must put an end to presidentialism, it is the keystone of a system that no longer works at all, in which the French and French no longer believe and which generates serious tensions in our country. We are in the 21st century with educated, informed citizens, today we must set up a collegiality of power. There is no such thing as the perfect person who has answers to everything, who knows everything about everything. This leads to a concentration of power which leads to serious dysfunction in our country. It is therefore necessary to abolish the election by direct universal suffrage of the President of the Republic, and to have a primo-ministerial regime. The Prime Minister results from the legislative election, as well as the government. We will therefore have a much more collective democratic culture.
The debate between growth and degrowth will structure political life in France, for destructive growth or for degrowth. The fragmentation corresponds to the exhaustion of the Marxist model which conditioned the reduction of inequalities on the increase in production and consumption. This worldview is hit hard by the reality of accelerating climate change and planetary limits. It is eco-citizenship that will allow us to win, by making our program with the citizens, by majority judgment and not between political parties. We must create momentum, hope, and not old-fashioned divisions. There cannot be a withdrawal from ecology.
Foreign politic :
The Amazon rainforest has been destroyed for years. Brazil now has a chief destroyer who has set himself the goal of exploiting the Amazon, attacking the otocton people, who criminalizes NGOs. There are assassinations of environmental activists in Brazil, human rights violations.
We need a clear social project in relation to the question of economic growth, otherwise it is the permanent obstacle on all ecological decisions, everywhere in France and in the world. A green government that was not clear on this issue would quickly be beset by the opposing forces that we know well.
