The proposals of President Emmanuel Macron on the subjects of transport, education, housing, or even health in view of the French presidential election of the year 2022.
In terms of health, we have allowed our pharmaceutical tissue to wither. This is one of the reasons we have an innovation in health which has lost ranks in international competition. The medical revolution will be based on convergence with disruptive technological innovations and quantum, artificial intelligence, the Internet of things. By 2030 we must have at least 20 biomedicines against cancer, emerging diseases, chronic diseases, including those related to age, to create the medical devices of tomorrow in France.
We are against the decriminalization of drugs. We must empower consumers, continue to strike hard, do not let go.

The first low-carbon aircraft must be produced in France by 2030. France is a great aeronotics country. We must invest heavily in this French aircraft, the objective is to Europeanize it as much as possible. This is what we are doing for the fighter plane of the future. With the car of tomorrow and the plane of the future, nearly 4 billion euros will be invested.
Renationalizing the highways is a populist and demagogic proposal, the highway consessions expire between 2031 and 2036, then they return to the bosom of the state. Nationalizing them now would force the state through the rule of law to compensate the motorway companies to the tune of 45 to 50 billion. There is also a maintenance cost, the state has not always shown that it maintains the infrastructure of its roads very well. The 50 billion euros will be more useful for other investments.
There is a very strong demand for energy, the price of energy is increasing everywhere. We have blocked the price of gas. We look at the evolution of the price of fuel which has reached a historic price for diesel. As soon as these increases continue, we will take protective measures such as those taken on gas and electricity. Distributors must lower their margins.
The license should not be removed on time. Road safety is one of the main priorities of public services successively, because the deaths on the road are unbearable. We must fight against stealing behavior which is extremely dangerous. The permit point is useful to fight against people who exceed the speed limits, do not respect the highway code.
Nearly 2 million hybrid and electric vehicles should be produced by 2030. We must continue to convert our vehicle fleet, ensure that old polluting vehicles are replaced by new electric or hybrid vehicles or even of the latest generation which pollute even less. We must support the strategy of public transport, of moving differently, of an industrial strategy. We should not drive green cars that are no longer produced here, that would make no sense. When we decide to make everything pay for by the labor factor, when we do not pay well for the capital, when we underinvest, when the actors decide not to cooperate and relocate, then we have the result of the automotive industry France which has destroyed a lot of jobs in recent decades. We must reinvest in the automotive industry of tomorrow. We will never do again in France, medium and high-end classic cars, we have been far ahead in this battle. We need to move towards disruptive technologies, innovation. We started doing it on the batteries. It has to be done on new vehicles. All this only works if there is a real cooperative strategy of the major manufacturers. If the big French manufacturers do not play the game, we will not succeed in this part. It's not just a state policy.
Collective housing should be favored. The individual house is nonsense, it requires a connection to the city through the use of the car, it is economic, ecological and social nonsense. We must rethink our urban planning models.
We have set up the duplication of classes in difficult neighborhoods. The children are now by 12, while there were up to 35 children per class in primary school. Violence is not generalized in schools. In all international rankings, France is climbing. It is up to each teacher to see how to organize his lessons, to see if we need to insist on freedom of expression, the teacher's place, respect for the teacher, knowledge. Whenever a professor calls for help, when he feels alone in the face of a problem that he cannot resolve, in terms of secularism, radicalization, violence, harassment, this must be reported, help must be provided within the establishment, by the rectorate.
The rule has strengthened, support has been consolidated. We must remember the republican principles. We are a country whose social model, both educational and in redressing inequalities, is a strength. But in recent years we have under-invested in education, training, higher education and research. The research programming law started to change this, as well as the reinvestments in education. France no longer has the productive model which makes it possible to finance the educational model. We have real reforms which are organized by our universities and our research centers.
