We cannot reduce our social model. It would be too hard to tell people that they are going to take away their rights en masse. We can improve things, we must improve the efficiency of public spending. We must make it possible to provide the same services with less money. These are modernizations that take years. If we want to project the country, by continuing to protect, even better protect, prevent inequalities, better train to avoid inequalities of destiny, continue to repair the inequalities produced by the system, then we must have a country that produces more, a country which continues the reforms to produce more, a country which finds the thread of the couple innovate-produce. We have an important debate on public spending. We never thought that we could build the future of a country on credit or overdraft. But this debate must not lead us to make serious mistakes. Recurrent public spending was lowered before the crisis with transformation and modernization.
The cultural and creative industries are open industries that are in competition. The series and films we watch on Netflix, Amazon, Disney +, the video games our children face, shape our imaginations, our access to information, to representations, to heroes, a form of new collective anthropology. We are a country of literature, of creation, of philosophy, we have our say on that. The human, anthropological and political consequences of the relationship to content, to creation, everything that will be said, created and exchanged in the world in 2030 is essential for us. If our youth or all of us have only the choice between content that is produced by other great powers, that our stories are lost, that our writers are no longer those from whom we read our stories, that the fictions that we watch are no longer those produced in France, are no longer those to which we have access, so we are changing the world drastically.
We have long had a model of cultural exception because we were at the forefront. We are the country which invented copyright, which protected creators, which invented the capacity to protect a literature, a theater, a cinema which is not digested by global uniformity. It is a fight for better living and for France in 2030. It is a civilizational fight and a creator of values. It is not a nostalgic fight, but a conquering fight. It's a competition no more and no less. The cultural and creative industries today represent 91 billion euros in turnover, 640,000 jobs and the industry that exports. Our neighbors are investing billions in this industry to create studios, develop series and the like. We must deploy a massive investment strategy for our studios, the training of our professionals and in the development of our content. We must reverse the dynamic as it is unfolding today. We are running out of technicians, screenwriters, professionals in all areas of creation. Large studios are needed to revolutionize the industrial production model. Private investment must be stimulated to create synergies, and to invest even more in new channels and new vectors.
Today there are many forces of fragmentation of the republic that must be fought, such as ideas about race, fragmented identities that are put forward by the far left and the far right. We have to get out of schematism and simplicity and bring calm, nuance and complexity into the public debate. The Islamogauchists are accomplices of currents wanting to be avant-garde. We need to go beyond the left-right cleavage. We must accept the point of view of others, respect ourselves. We must defend freedom in the world and in France.
For 4 years, we have started to transform our education system, with access to higher education, apprenticeship and vocational training, access to work, we continue with unemployment insurance. We reformed the taxation of capital. Labor reforms have been put in place with sector reforms. France has become again for 2 years the most attractive country in Europe. France has been recreating industrial jobs for two years, whereas it had been destroying some since 2008. France is now emerging from the crisis at a level of employment that it had not experienced for 15 years. We have reached a level of apprentices and work-study students that we have never known, over 500,000. By accelerating the transitions, we can relocate and rebuild the beginnings of sovereignty, with a robotic component, a protein component, a health component, we are starting to reproduce paracetamol in France. For 4 years, we have shown that we had consolidated the public accounts without destroying growth and even lowering taxes. We must produce better, live better, better understand the world by serving a French European humanism which is the heart of our message, of our promise.
