Let's Encrypt and ERR_SSL_VERSION_OR_CIPHER_MISMATCH
At a certain point, the free Let’s Encrypt SSL certificate can totally fail.
This is an unresolved issue yet.
The best solution is to setup the SSL again. Try another guide, with Nginx instead of Apache (for example). Use a different technique.
This is a very annoying issue, where you get a fatal error, while it is working 8 times on 10.
You get on Chrome the following errors :

So where does it come from ?
Your computer is okay, your connection is okay. The Let’s Encrypt SSL certificate is okay, as most of the time the browsers will say that the certificate is valid, that the connection is secure and you get a beautiful lock logo near your website address.
It only come from a mistake during the configuration. There is something wrong with the configuration files. All the guide available on the web are uncomplete. You have to find the solution yourself concerning the configuration of Apache or Nginx. It is really strange, but on Let’s Encrypt itself there is no full guide. There is a module that is supposed to do the setup itself, but it is partial.
The consequence will be that all the urls will be broken. You can’t reenable the http url without disabling the SSL. And if the https don’t work anymore, you can’t redirect them to the http.

- ERR_SSL_VERSION_OR_CIPHER_MISMATCH (incompatible protocol, this website can't furnish a secure connection, try to execute the Windows network diagnostics),
- ERR_SSL_PROTOCOL_ERROR (incorrect response).
On Internet explorer :
- Verify that the address is correct, search the page with your search engine, refresh the page in some minutes, verify that the SSL and TLS protocol are activated, access Tools > Internet Options > Advanced > Parameters > Security.
On Firefox :
- Failure of the secure connection. The authenticity of the data can't be verified. Contact the website owner.
