Jean-Luc Mélenchon on politics and foreign policy
The proposals of the political candidate Jean-Luc Mélenchon on foreign policy and politics in general, with subjects such as decentralization, referendums, NATO, la Francophonie, within the framework of the French presidential election of 2022.
Politics :
The challenge is absolutely immense. If we do nothing, and keep the current policy, in 2050 the Carmargues, the Marais poitevin, Dunkirk and Bordeau will be under water. 1 million French people will be flooded each year, there will be 4 months of drought per year. There will be temperature peaks at 55 degrees. And the fundamental question of the cycle, of water, i.e. access to drinking water will be compromised almost everywhere in the country, as is already the case in Mayotte, Guadeloupe, and Reunion. .
We will be subjected to shocks. The first shock will be social because the pressure of free trade will continue to destroy society. There will still be policies to amplify the disaster and always encourage competition and thus worsen the damage. We must therefore adopt a firm principle of action with regard to the ecological crisis and climate change.
First of all, the green rule: no longer take from nature more than what it can replenish. Secondly, the French people must be sovereign, that they decide, and that they therefore have a constitution which makes it possible for them to take decisions and to see them applied. We have to get out of plastic, otherwise in 2050 there will be more plastic than fish in the Mediterranean Sea. We have to get out of glyphosate and pesticides right away. We must limit consumption, which is a factor in food-borne epidemics such as diabetes and obesity.
In a society of mutual aid, there must be no discrimination, a priori, racism. And then at that moment, we will form a society, we will form a unit, we will make a common defense. In a time of common causes, there should be no ethnic divisions, no religious divisions. Yes for the debate and the contradiction and for that of the institutions which allow this contradiction, to be finally the sovereign people. The problem always has a solution and whatever the problem, the people are the solution. As Gaston Bachelard said: the future is not what is going to happen, it is what we are going to do. Our goal is the harmony of human beings with each other and with nature.
People have had the cruel experience and feel that whatever they vote for, the result is the same. In 2005, 55% of French people voted no on the treaty establishing a constitution for Europe, which extended all the illusions we had about Europe before. The people vote no, the government votes yes in Versailles. From there, democracy in France was disrupted.
We are locked in European treaties which mean that those who govern no longer have any margin. That is why we have to get out of these treaties. You have to make the absolute commitment to apply your political program, and when that does not correspond to the European treaty, then you leave the treaty in question.
This country is ruled by one man, the government is non-existent. It meets in its defense council. According to article 20 of the constitution, it is the Prime Minister who directs and leads the policy of the nation, it is not. We are in a presidential monarchy. There must be a constituent assembly in the great French tradition of the revolution of 1789 because the presidential monarchy must be brought down. We must give a guarantee to people that the stability of the institutions that we imagine will be compensated by a possibility at any time for the people to intervene in citizens' initiative referendums and to be able to drive out elected officials who do not keep their word, from the municipal councilor up to the president of the republic by dismissal referendums. The French people must be reconciled between themselves and their decision, so that it is applied. The sovereignty of the people is the supreme rule. The governments of the 5th Republic have become as unstable as those of the 4th Republic. The variation in the number of ministers of the economy, ministers of the interior, it turns as quickly as before. Our model is not parliamentary powerlessness. There are assembly regimes that are stable. The French people are educated enough, conscious enough to be their own masters, they don't need their hand to be held.
Foreign politic :
We must get out of NATO, we have nothing to do in this military alliance which no longer has any interest. This is the North Atlantic Treaty, and it is waging wars that are neither north nor south. France must fully and fully recover its independence. The country must be at the initiative of other alliances. France's power is due both to its ability to defend itself by itself, with its own means. The essence of power is the moral, scientific, cultural authority that one can have.
We are the second largest maritime territory in the world. We therefore have an extraordinary opportunity to involve all those who wish to learn, to know, to explore and to save the sea. In particular the Mediterranean Sea.
We are the second people in the world for the contribution to the exploration of space. We have rockets, satellites.
The Francophonie can be a space of creolization and therefore of collective power. We will be 700 million speaking this language in 2050. The real authority, the real power, is this ability to bind together in a scientific and cultural whole, people who speak the same language. The French language belongs to those who speak it, that is to say to 29 countries which have it as an official language.
The French must be the first to promote international treaties and agreements in areas where there are no laws. For example, the deep seabed is not the subject of any law. It is by acting in this way that France makes its values desirable and that it makes its unique contribution to the history of humanity. The French take care of everyone and everything with those who want to participate and for that they must not be sectarian, racist, exclusive. They must be Republicans, open to everyone's contribution. The Declaration of Human Rights further dictates that all human beings are born free and equal in rights, including women, it also says that the goal of society is common happiness.
