If we equipped 5% of the total surface of the desert, we would produce the energy the world needs. It is an energy saving path, like biomass, which is also another source. The least expensive kilowatt, the least polluting barrel of oil, is the one that is not consumed. We must intensify, with very precise and very rapid aid, particularly for those who need it, with the lowest incomes, the insulation of housing in order to make a win-win bet. We increase the purchasing power of people since they spend less on their energy, we give work to hundreds of thousands of small businesses and we reduce the energy bill of a country that has no oil on its territory. .
On the increase in the price of energy, the tax shield will not solve all the problems, in particular on the increase in the price of gas. Taxes should be reduced.
We must be against the decriminalization of drugs. It takes a firm hand, a human hand.
The only solution to get out of this crisis is for everyone to be vaccinated. We should go towards compulsory vaccination. The moment you go into a public space where you risk being infected or infecting others, it is in the general interest to be vaccinated. We have done well at European level to pool so that in this common space of ours, there are not countries that are very poorly vaccinated and others that are very well.
The non-reimbursement of tests for those who are not vaccinated is a logical incentive.

The country needs to be more decentralized.

You have to know how to trust the municipalities, the departments, the country will only be stronger.
The French need an experienced president who respects them and who respects France. Experience, the way of working to bring people together can count as much as age. You need someone determined, determined like a mountain dweller.
Governing the country is a very difficult job, which requires experience.
We need an incentive for civic engagement for middle school and high school students, on the basis of citizen service, so that everyone devotes their time, one week per year, to public actions, to learning, to living together, of history, of culture. Let this time be included in a citizen journey, in a mandatory citizen contract. The lack of such an investment in terms of shared time nowadays is also what makes the company so in trouble these days.
This country has not been managed well for a few years, public safety is a failure. French influence must be built through patience, attention, less incantation or speech. There is a fundamental restart of the economy to be made, there are big changes to be made. This country especially deserves another method of government. The solitary management of this country, sometimes a little peremptory, must be replaced by a management with the collective. Nothing in the institutions of the 5th Republic obliges the head of state to act in a solitary manner.
To become president, you have to have a background that you can judge, evidence that has been provided in a way of working, more than talking or arguing, bringing people together, who do not come from the same place but who are attached to a collective morality of action, wanting to redress this country, respecting the French, to be together whether outside or inside the country.
The President of the Republic must be someone who brings together, who reconciles, who brings together, who respects, who seeks solutions to the problems facing the French. We must not have a fatalistic and pessimistic speech.
We must not divide the French, the citizens, distinguish them according to their race, their culture, their religion, their identity. Otherwise it ends in clashes. The country already has too much tension, people are too back to back, instead of being side by side. We need a president who deals with the problems, who brings solutions, who is credible.
You have to be European, in addition to being a patriot, because in certain areas, the defense of our national sovereignty, of our national interest, requires cooperation with other countries.
Foreign politic :
When a country wants its policy to prevail over European policy, not to respect European treaties, the European Council, the Council of Heads of State must ask this country whether the people want to stay or not in the European Union. European law takes precedence over French law. However, the French constitution is superior to European law. Indeed, European law has primacy over French law, but not over our constitution. We have signed treaties that we must respect. But these treaties cannot be ratified if they are contrary to the constitution. When there is a contradiction, we have to change the constitution. Otherwise, we cannot ratify the treaty.
Going back on the European treaties is extremely serious, because you cannot join the European Union without accepting the treaties. Brexit is a warning to learn from, if you don't do it you are irresponsible. There are reasons for Brexit that you have to understand, there is a popular sentiment that has been expressed in many parts of the UK and which is exactly the same with us. The feeling of being left out, of not being well enough protected, deindustrialisation, sometimes poorly controlled immigration. If we don't learn from this popular sentiment, there will be more Brexits.
French fishermen are asking for respect for the signing of two treaties signed between the European Union and the United Kingdom, including one in November 2019 with a regulation on peace in Ireland, and one on December 24, 2019 on fishing. Otherwise there are levers which consist in re-establishing tariffs, reciprocally closing fishing zones, interrupting or suspending this or that part of the agreement. There may also be a complete questioning of the treaty we signed, which is a free trade treaty.
The European Court of Justice must be respected, we need this institution which provides the cement of European construction.
European policies may not work, sometimes because of an arrogant bureaucracy, the technocracy that has taken power from politicians. The politician must not leave power to the officials, he must assume and decide. In the past, ultra-liberalism has led to the deregulation of financial services, allowing the financial crisis to come in and destroy millions of jobs. We are in the process of correcting that. There were mistakes in Brussels, we did not sufficiently control the external borders which were veritable sieves. To solve these problems, it requires national sovereignties of solidarity when we are more capable of defending ourselves alone. We each keep our sovereignty, but we work together, we cooperate. Whether in the field of the fight against terrorism, in the field of climate change, of trade, of the fight against poverty, of the mastery of global finance which directs everything blindly above us. We need to cooperate. The president of the republic is in charge of the national interest, of national sovereignty. Only in certain cases does this require cooperation with our neighbors. Otherwise we are subcontractors and under the influence of the Chinese and the Americans. One should not be vassalized. Europeans must wake up and be among the top 10 companies in the world in the digital field.
There are so many links between Algeria and France, you have to be careful not to speak lightly. It will take time and mutual respect to do our memory work.
Russia defies international law in a pronounced way and marks its regional influence.
China has entered into a global strategic competition and is in the process of creating the contours of an international model of its own.
The United States prefers to defend its interests and engages in unilateral pressures and actions.
Europe must be master of its own destiny. Europeans must build their sovereignty together, with defense, foreign policy, trade, the economy, environmental protection, digital technologies. Europe must be able to cope with cybercrime, terrorism, disinformation campaigns, biological, chemical and nuclear threats. We need a defense union with a defense council, an operations headquarters, a responsive and efficient chain of command, a European defense academy.
We need a moratorium on immigration, from 3 to 5 years. Immigration policy is not working in France or in Europe. Even the European Court of Auditors says it does not work, neither for asylum, nor for deportations to the border. In France we can clearly see the problems which are exploited and fueled by the extreme right parties. All the procedures that do not work, which are sometimes misused, such as the granting of residence permits, family reunification, must be reviewed. We must take the time to negotiate with our European partners, in particular Schengen, so that the European external borders are no longer sieves.
The moratorium is a halt, with massive regulations, we stop in an intelligent and pragmatic way. We are not going to stop welcoming foreign students, people in distress and who have the status of refugees who we must continue to protect. We need a third step, which is the time of negotiation with the countries of economic immigration, which do not behave correctly with us, especially for readmissions. We must have a more constructive attitude from these countries. Limiting the issuance of visas is a good step in this direction.
You have to do things in a rigorous and humanistic way. There are residence permits that are given to people who do not deserve it, deportations that are not carried out. 80% of evictions decided by the courts are not applied. We need a major common policy on asylum, visas and immigration. We have to control our external borders together and finally properly, we have to make Schengen work.
Quotas set by parliament each year are needed for France to welcome the people it wishes to welcome in terms of economic immigrants. There needs to be a constitutional revision via a referendum to be organized in September 2022. Family reunification needs to be regulated more closely.
In many neighborhoods it's the Bronx. Everywhere in France we have the feeling of insecurity, we have to change gear. a specific national anti-drug prosecution is needed, just as there is an anti-terrorist prosecution. We need a criminal response, brutal, clear and clear from the first offense. We must strengthen the resources of the police and the gendarmerie, ensure respect for those who exercise authority, but also teachers and elected officials. There is only one community in France and all those who are in this community must respect the laws of the republic.
Insecurity is the main failure of the last five years, which has been five years of inaction.
There needs to be a Ministry of the Interior and Public Security with authority over the police, gendarmerie, and prison administration. This minister would be dedicated to this task, and not also to territorial administration and dialogue with local communities.
