What is the origin of this error message?

According to Microsoft, this comes from an origin external to the Internet browser. The most likely is firewall or antivirus software that blocks the browser from accessing the Internet. Typically, this happens when your company has installed advanced antivirus software so that you can use professional software and work remotely from your home or apartment. For example, Symantec Endpoint Protection software can cause this type of problem. Unfortunately, you often need a code to uninstall professional antivirus software. To be able to remove this type of software without this code, it is necessary to reinstall Windows.

What solution to resolve this error?

The easiest way is to change the compatibility of the Internet browser. Find the respective icon of Google Chrome or Microsoft Edge, right-click > properties > compatibility > check the box "Run this program in compatibility mode for:" Windows 8. Check the box "Run this program as administrator ". A little further down in this window, click on “Change settings for all users”. And do the same: check the box “Run this program in compatibility mode for:” Windows 8. Then, check the box “Run this program as administrator”. Click on "Apply" and again on "Apply" and "Ok".
