Valérie Pécresse on agriculture, energy, ecology, carbon tax
Valérie Pécresse's proposals for the Republican primary for the French presidential election of 2022, with the subjects of energy, agriculture, carbon tax and ecology.
Agriculture :
Imports that do not meet French standards must be taxed. We need to strengthen the common agricultural policy.
It is necessary to increase the surfaces in organic farming. We produce better in order to eat better, move towards the development of local products. Short circuits must be increased.
We are for the organic convention, so that farmers start producing organic. It is an effort for them because they lose their returns.
Energy:
We are all going to migrate to an electric mix with electric cars. Today the taxation of electricity is aberrant because there is a tax on the tax. The tax squared. There are taxes on the invoice and 20% VAT on top of that. Electricity taxation needs to be reviewed. The VAT on taxes must be abolished. This would ultimately lower the electricity bill by 4%.
There are 6 million households who benefit from the energy check. The exceptional measure of 100 euros on the energy check costs 600 million euros. So we must not increase the energy check. In ten years, there will be fewer oil and gas boilers and more and more electrical energy which will be much cheaper. Sustained development of renewable energies must be pursued.
Nuclear power is much cheaper than fossil fuels. We must reinvest in nuclear power, which is a sector of French excellence. We must renovate the existing nuclear fleet, continue the challenge of the EPR reactor, build small modular reactors.

Privatization and competition in the energy sector has not been a failure, on the contrary. Competition generally makes it possible to moderate the rent effects. EDF, if it were all alone, could set prices at the level it wants. EDF sells nuclear energy which is less expensive than fuel oil and gas, it sells it to its competitors to help them have an energy price that is not too high. EDF could increase the amount of this energy by around 50%. It depends on an agreement from the European Commission that must be obtained. In the end, there would be more energy available.
We must continue to increase the production of wind energy.
Ecology:
We must be for an ecology of results. We need zero greenhouse gas emissions in 2050 with a completely carbon-free France, free from fossil fuels.
We must support the French so that they can change their boilers, no longer need fuel or gas, change their car so that they no longer have heat engines. In 2035, there will no longer be a new vehicle leaving the factories that is thermal.
We must recycle and ensure that by 2035 most of the materials we use come from recycled products, in order to move towards sobriety.
The green pact that the European Union is making on carbon taxes and increasingly expensive CO2 certificates to finance the ecological transition is a good thing. The ecological transition will be paid for by taxes paid by companies. The climate law which was passed in parliament with amendments from all deputies and senators which made it more complex, put bans everywhere and in the end we ended up with aberrant things such as organic tomatoes which forced farmers to grow crops. greenhouse tomatoes only during a limited period of the year. We must therefore avoid the ecology of the blockage.
France is rather a good student. It is the other countries which import in environmental dumping which must be taxed enormously. We must take this fight to the international level.
It is necessary to promote teleworking in the administrations to limit the use of transport.
We need a permit to adopt animals that would be given to everyone but withdrawn in the event of mistreatment.
Carbon tax :
The carbon tax should not only be used to replenish state coffers. European environmental protectionism is needed to limit products imported from countries that do not meet environmental standards. There needs to be a transit charge on heavy goods vehicles crossing France, which could be used to renovate roads and develop public transport.
