Valérie Pécresse on security, justice, women's rights
Valérie Pécresse's proposals concerning justice, security, gender equality, for the Republican primary and ultimately the French presidential election of 2022.
Security :
The internal security budget must be increased to 2% of GDP, for security, police and justice.
The problem is impunity, if we do not manage to sanction we will not be able to restore order. We must therefore change justice so that it can work. It takes six years to build prisons, we are promised them every ten years. We can create closed correctional centers, we take an empty building, electronic bracelets, people who should be imprisoned that we put in these centers with a bracelet and we say that if they come out then they will go to jail. The aim is to incapacitate a large number of offenders who should not be at large these days. It will be necessary to recruit a certain number of personnel to supervise them.
We must launch a grand plan to destroy the urban ghettos. Authority must be restored. Minimum sentences are needed for attacks on the authority figure (police, firefighter, mayor, teacher).
We must expel the persons on file S. We must reactivate the emergency expulsion procedure for threat to public order. When one acts of radicalization, when one gives signs of sympathy with the terrorists and that one is a foreigner one has nothing to do on French soil. This made it possible to expel up to 1,500 people per year under Nicolas Sarkozy (against 200 per year under Macron). This urgently allows the Minister of the Interior to really send back the radicalized foreigners. A quarter of the 22,000 S-files are radicalized foreigners. This threat needs to be taken much more seriously. We know, we have the intimate knowledge that they hate France, they have nothing to do with us. The threat today will worsen with the fall of Afghanistan, which will once again become a country of refuge for terrorists.
Separatism is first and foremost a settlement strategy. We must fight against radicalization. It takes integration, and more importantly, assimilation. Integration is the pillar of the republic. Today there are areas of non-France in the republic. We have ghettos that have become ghettos of urban confinement and in which there is separatism. We have to make a ten-year plan to destroy them and rebuild social mix neighborhoods. This is what Denmark is doing. You don't need more than 30% of social housing per district. We no longer give grants.
Islamism is totalitarianism. We must arm ourselves against Islamism. There are jihadists in prison today, they will be released. We will not be able to put them in security detention. The law must be changed to put in place security measures. The person is under house arrest, as long as they are considered to be a danger. This is how it works for common law detainees. We must fight against the rise of Islamism and radicalization.
We must ban the burkini in municipal swimming pools. The usual consultation of jihadist sites must be a crime. We need the possibility of dismissing public officials or dismissing private sector employees if they are radicalized.
There must be an oath of respect for the values of the republic and secularism so that each agent can demonstrate neutrality. If we violate it we can be fired, or revoked.
The local police are the municipal police. Their main role is to reassure people.
Justice:
Faced with increasing juvenile delinquency, parents must be made responsible and their aid withdrawn (municipal allowances: holiday aid, cultural aid, additional aid for families). You have to do this knowing of course the situation of each family.
Our justice system does not have enough resources, we have half the number of judges than Germany, half the number of prison places per inhabitant than our neighbors. So we have a justice which does not judge quickly, and which does not sanction. We would need 10,000 more clerks. It is necessary to create a statute of assistant of justice which would allow for the judges to have real teams. All mass litigation could be diverted, get it through very quickly and thus greatly expedite justice, so judges can focus on the really important cases. Justice must reorganize, prioritize everything. The real problem today is our justice.
We need as many prison places as our neighbors, that is to say 20,000 more. Short prison sentences must be carried out, it is a question of respect for judges. Currently if one is sentenced to less than a year in prison, the sentence is automatically adjusted, which gives a signal of impunity. The judges judge and condemn but the sentences are not carried out.
Women's rights:
On domestic violence, in Spain, they educate in 72 hours and in 15 days they judge. Sexual harassment must be combated. The "great danger telephone" system must be extended to help women victims of violence. Women who are victims of violent men must be allowed to have days off in leisure centers. We need to put in place an anti-harassment alert system in transport.
Project :
We have to be proud to be French, proud of our history, to be able to protect ourselves in the future and want to live together. We must make a nation. We must fight against everything that is breaking up the nation. We must tell the French the truth about the state of the country. Reforms must be made, the energies of businesses, local communities and French people must be released. We must debureaucratize, simplify.
