Yannick Jadot's measures concerning defense, immigration, security, as well as women's rights for the environmentalists' primary during September 2021 and in view of the French presidential election of 2022.
Above all, the other countries of Europe must make their contribution to an appropriate level of our common defense. We must first and foremost develop genuine European peacekeeping capabilities.
We need a European defense policy, it is a stake in the capacity to project ourselves to defend peace on lands in conflict, with European blue helmets. There are two million soldiers in Europe, however only a few tens of thousands can project themselves on a battlefield as complicated as that of central Africa or the Sahel. If there is no European defense policy, there will be no European foreign policy, worthy of the name, capable of dealing with leaders such as Putin, Erdogan, Bashar al-Assad and all the dictators present in our region.
It is too early for a pooling of deterrence, we must first create a Europe of defense. France and Europe must promote non-proliferation and denuclearization. France must not disarm alone, especially with the current major anxiety at the international level linked to the instability of the world. All forms of proliferation must be combated to prevent nuclear weapons from ending up in the hands of extremists. Overall, we must reduce the role of nuclear power in the world.
We need to feel proud of France, not to bet on the disappearance of France. If we make this ecological transition, it will allow us to regain pride and international leadership in Europe. Which is very important for the French and the French. We must welcome the refugees, there is no alternative. We must welcome foreign students, that they participate in our culture, our enrichment.
We must receive all the Afghans who wish to flee the Taliban, it is our responsibility, our humanity. We must also intervene in Iran, Pakistan, Tajikistan to ensure that the conditions in the refugee camps are dignified. All refugees who wish should be able to come. We should be able to install humanitarian corridors to allow these people to exit Afghanistan safely and reach North America or Europe. We are talking about men and women who if they cannot leave Afghanistan will potentially be stoned, killed, murdered or imprisoned. We have this responsibility, it is international law. It is also our moral responsibility to the men and women who are in danger of death today. It is about tens of thousands of Afghans for Europe which counts 470 million inhabitants. We are only talking about a few dozen thousand people who leave their country to save their lives. We must welcome without limit.
We need a European migration policy to face or manage this issue calmly. We have to see how we accommodate people who are in the street, how we value the successes of immigration. Overall it is going very well. We need a dignified welcome for refugees on a European scale.
The republic has withdrawn from entire areas, entire territories. We need a plan of 50 billion euros of investment with a part reconstruction, repair of the country for the school, the hospital, the police station and the court with the staff and the means to fight against the precariousness of the public services. It is the quality of the school, of health, of the police and gendarmerie services, the strengthening of justice that will make it possible to repair society; when we form a society together through a common project, all communitarianisms decrease in level and scope and move away from the heart of the republic.
Our country is stronger than terrorism, it remains in the rule of law despite terrorist attacks. We must continue to improve our security and intelligence systems in order to be able to stop attacks and terrorists.
The local police must be reinstalled to restore civility in the country. We have to work with the populations at the level of neighborhoods, buildings, with the police, justice, social workers.
We must restore the republic, restore public service.
It takes 1 billion euros to effectively combat violence against women. There are 3 rapes per hour in France, hundreds of thousands of domestic violence, 80 femicides per year. We must put in the means to train all the bodies of society which must be able to protect, prevent and punish violence against women. It is a constant struggle. We need a ministry of equality between men and women, providing resources for training.
There are 160,000 cases of sexual violence against children every year in France.
